The forecast indicates that most exceptional deficits are expected to dissipate, as are exceptional surpluses occurring in western and northeastern states. However, deficits are still expected to continue in some Upper Midwest regions. 

The forecast anticipates exceptional deficits to diminish in most areas, but persist in some northern states and the Midwest. Extreme to exceptional surplus in western states are also expected to dissipate, becoming mostly normal to abnormal conditions.

The forecast anticipates exceptional deficits in the Pacific Northwest and Upper Midwest and intense surpluses in western and northeastern states to mostly dissipate. Extreme to exceptional deficits will still remain in pockets throughout the Midwest. 

The forecast indicates that intense surplus in western states will mostly subside, as well as most intense deficits in the Upper Midwest. However, deficits are expected to linger in Minnesota, as well as in southern states such as Louisiana, Mississippi, and Alabama. 

The forecast anticipates intense deficits to linger in Louisiana and New Mexico, as well as in the Upper Midwest and western regions of the Pacific Northwest. Existing surpluses in western states are expected to mostly resolve, but will continue in northwestern states and some regions of the Midwest.
